About this opportunity
The Naval Air Warfare Center Aircraft Division in Lakehurst, NJ intends to negotiate a sole source, Fixed Price Indefinite Quantity Indefinite Delivery contract with Rheinmetall Canada Inc. for procurement of Starter and Full Authority Digital Engine Control (FADEC) replacement components for the MSU-200 system. The contract will be awarded under Title 10, U.S.C. Section 2304(c)(1), which allows for a non-competitive procurement when only one source can meet agency requirements. Rheinmetall is designated as the Original Equipment Manufacturer (OEM) and the sole designer, developer, and manufacturer of the MSU-200NAV turbine powered air start unit. The government will consider responses to this pre-solicitation notice within fifteen (15) days of publication, with Mr. Paras Patel serving as the point of contact. A determination on whether to proceed with competitive or sole source procurement will be made at the government's discretion.
The pre-solicitation notice indicates no specific set-aside designations for this procurement. The total potential procurement includes up to 354 units, comprising pilot production units, production units, and ISIL spare parts. Rheinmetall Canada Inc., with CAGE code 78959, is positioned as the sole potential contractor due to exclusive ownership of technical data and unique manufacturing capabilities. The contract will be classified under NAICS category 335314 for Relay and Industrial Control Manufacturing and PSC category 2925 for Engine Electrical System Components. No specific award value or budget range is explicitly stated in the notice, but the procurement is structured as an Indefinite Quantity Indefinite Delivery contract, allowing flexibility in potential order volumes. The current timeline suggests the opportunity was posted on December 4, 2024, with a response deadline of March 25, 2025.
