About this opportunity
The Naval Air Warfare Center Aircraft Division (NAWCAD) at Patuxent River, MD intends to issue a sole-source Basic Ordering Agreement (BOA) with Collins Aerospace for support of various military aviation systems including Control Display Units, Multi-Function Display-based Common Cockpit Systems, Flight Management Systems, and Tactical Air Navigation Systems. The contract will serve U.S. Navy, Marine Corps, Air Force, Army, Coast Guard, and international defense customers, with services encompassing repair, modification, spare parts procurement, equipment development, technical support, and engineering investigations. The procurement will be pursued under 10 U.S.C 2304(c)(1), which allows for sole-source contracting when only one responsible source can satisfy agency requirements. Interested parties may identify their capabilities by responding to the notice, though the government reserves discretion on competitive procurement. All inquiries must be submitted via email to Kassidy Cross by April 24, 2025, at 2:00 pm eastern time, with responses requiring clear evidence of potential competitive advantages.
Collins Aerospace is designated as the sole contractor, with no specific set-aside status for this opportunity. The contract is not competitively bid, as Collins is considered the only source with necessary technical data, knowledge, and expertise for the required systems. While no specific award value is mentioned, the scope suggests a comprehensive, multi-year agreement covering a wide range of aviation system support services. The place of performance will be at the contractor's facility within the United States, and the contract falls under the NAICS category 334290 for Other Communications Equipment Manufacturing. The procurement targets radio navigation equipment for airborne applications, specifically under PSC category 5826, indicating a highly specialized technical requirement for advanced military aviation systems.
