About this opportunity

The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program (PMA 209) at Patuxent River, Maryland is seeking to procure non-recurring engineering services and technical support for a Display Head Assembly (DHA) upgrade to the CH-53K aircraft. The goods and services include two additional Non-Recurring Engineering CLINs that encompass logistics, engineering, software testing, configuration table updates, source code corrections, and comprehensive lab, ground, flight test and reach-back support. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 3204(a)(1) and FAR Part 6.103-1, with the justification that only one responsible source can satisfy agency requirements. The Pre-Solicitation Notice was posted on April 1, 2026 with a deadline for capability statements, proposals, or quotations of April 21, 2026, and interested parties should submit materials to Kassidy Cross at kassidy.a.cross.civ@us.navy.mil. No formal evaluation criteria are specified in this pre-solicitation notice, as it primarily serves to announce the Government's intent to negotiate with the identified contractor.

The contract modification being pursued involves no set-aside designations and is intended to be awarded to GE Aviation Systems, LTD (GEAS), Cheltenham, Gloucestershire, United Kingdom, the original developer and manufacturer of the Common Electronic Standby Indicator (CESI) system. GE Aviation Systems retains all data rights to the CESI and possesses the exclusive ability, resources, technology, and documentation necessary to modify, develop, produce, maintain and support this system, thereby justifying the sole-source selection. The acquisition involves adding two Non-Recurring Engineering CLINs to the existing Indefinite Quantity Indefinite Delivery (IDIQ) Contract N00421-24-D-0015 to increase the contract ceiling value, though the specific dollar amount is not disclosed in this pre-solicitation notice. While this notice indicates the Government's intent to award to GEAS, all responsible sources are invited to submit capability statements or proposals for consideration by the contracting agency.
