About this opportunity
The Department of Labor's Office of the Senior Procurement Executive, on behalf of the Mine Safety and Health Administration (MSHA), is soliciting quotations for Imaging Management System (MIMS) licenses and maintenance support services through Request for Quotation (RFQ) 1605TB-26-Q-00033. The procurement encompasses OpenText Application Enhancer software licenses, Pegasus Scanfix licenses, server licenses, and up to 100 hours of onsite and remote labor for hardware and software support, upgrades, consulting, and training. Vendors must be certified or licensed resellers of OpenText products with demonstrated working knowledge of the product line and must ensure that the system manufacturer holds ISO 9001 certification. Award will be made to the responsible vendor whose quotation is technically acceptable and represents best value at a fair and reasonable price, with technical and price factors weighted equally in the evaluation. The RFQ closing deadline is March 30, 2026 at 7:00 PM ET, as extended by Amendment 0001 issued on March 24, 2026, and all offerors must acknowledge receipt of this amendment to avoid rejection.
This procurement is designated as a Total Small Business set-aside, though no incumbent contractor is identified in the solicitation documents. The contract period of performance is a single 12-month base period running from April 1, 2026 through March 31, 2027, with no option periods included. The specific deliverables include 60 Application Enhancer user licenses, 60 Pegasus Scanfix licenses, one SX Image Capture Server license, one Application Enhancer Output Transformation license, one Application Enhancer TEST System license, and 100 hours of technical labor support. The place of performance is located at the MSHA Approval & Certification Center at 765 Technology Drive, Triadelphia, West Virginia 26059. Interested vendors must be registered in SAM.gov, submit quotations electronically via email, and provide vendor quotes rather than manufacturer quotes to be considered for award.
