About this opportunity
The Mine Safety and Health Administration (MSHA), under the Department of Labor, is seeking quotes for a California Analytical Instruments, Inc. Model 701LX NDIR Gas Analyzer to replace outdated equipment at its intrinsic safety approval laboratory. This gas analyzer is critical to the approval of mining equipment and the safety of miners. The required specifications include remote web-based emulation, data logging and control software, a 0-10/20% CH4 measurement range, multiple output protocols (0-10 VDC, RS232 with AK Protocol, and TCP/IP with AK & MODBUS Protocol), an internal sample pump, a purge fitting, and 120 VAC/60 Hz power requirements. Evaluation will be conducted using Lowest Priced Technically Acceptable (LPTA) source selection procedures, with assessment based on technical acceptability (whether the quote meets or exceeds minimum specifications) and price (evaluated on completeness, accuracy, and reasonableness). The quote deadline is April 22, 2026, at 9:00 a.m. ET, and all prospective vendors must be registered in the System for Award Management (SAM.gov) to be eligible for award.
This procurement is not designated as a set-aside for small businesses or any other category. No incumbent contractor or current supplier is identified in the solicitation. While no specific award value or budget range is disclosed in the notice, the required delivery timeline is 90 days after award, and quotes must remain valid for 90 days from receipt. The equipment will be delivered to the MSHA Approval and Certification Center at 765 Technology Drive, Triadelphia, West Virginia 26059. This Request for Quotation will result in a Firm Fixed Price Delivery Order, and prospective vendors should direct their submissions via email to Contracting Officer Alicia Jackson and Contract Specialist Michael Whiddon.
