About this opportunity
The Mine Safety and Health Administration (MSHA), operating under the Department of Labor, is soliciting quotes for calibration gases required to maintain its gas monitoring equipment used in mine safety inspections. MSHA currently uses MSA Altair 4 gas monitors that must be calibrated daily, necessitating a reliable supply of multi-component calibration gas mixtures including oxygen, carbon dioxide, nitrogen dioxide, and methane. Prospective contractors must ensure their products are exact equivalents or compatible with the MSA Calibration Gas Part #10058171 and deliver gases with at least 75% of the manufacturer's stated shelf life remaining, with a minimum of four months remaining shelf life from the estimated arrival date. All gases must include current safety data sheets and certificates of analysis verifying NIST traceability, and contractors must demonstrate compliance with DOT, OSHA, and EPA hazardous material regulations. Award will be determined on a Lowest Priced Technically Acceptable (LPTA) basis to a responsive and responsible contractor, with quotes due by April 22, 2026, at 09:00 ET, and quotes must remain firm for 90 days following submission.
This procurement is designated as a 100% total small business set-aside, specifically reserved for Women-Owned Small Businesses (WOSB). The contract encompasses 16 line items across the base period totaling 520 units of various gas formulations and disposal services, with equivalent option quantities available for potential contract extension. Quarterly deliveries are required to 26 designated locations across the United States, with delivery required within 30 days after receipt of order (ARO). The primary place of performance is Beaver, West Virginia. While no specific budget ceiling is provided in the solicitation materials, the contract volume and quarterly delivery schedule to multiple national locations indicate a substantive procurement requiring qualified industrial gas manufacturers with the capacity to meet DOT hazardous material shipping requirements and maintain NIST-traceable calibration standards.
Notice text
Mine Safety and Health Administration (MSHA) Mine Safety and Health Enforcement (MSHE) must be prepared to monitor the working environment of the mines to determine if the concentration of harmful or noxious gases is being effectively controlled by the measures utilized by the mine operator. The gas monitors presently used by MSHE are the MSA Altair 4 gas monitors. The gas monitors used must be calibrated daily to ensure proper reading. To calibrate the gas monitors used by MSHE, a gas that is a mixture of Oxygen, Carbon Dioxide, Nitrogen Dioxide and Methane is used. The gas presently being used is MSA Gas - Part # 10058171.
