About this opportunity
The Mine Safety and Health Administration (MSHA), part of the U.S. Department of Labor, is seeking quotations for 77 MSA Altair 4X MSHA Gas Monitors (Part Number 10125914) through a Request for Quotation (RFQ). These gas monitors must be MSHA-approved as intrinsically safe equipment for use in underground coal mines and must meet rigorous technical specifications including the ability to measure four gases (O2, CH4 at 0-5%, NO2, and CO), weigh 8.3 ounces or less, feature an LCD backlit display, provide 34-hour continuous runtime with data logging capacity for 500 events, and include multiple alarm types (audible at >95 dB, visual, and vibrating). Award will be made using the Lowest Priced Technically Acceptable (LPTA) source selection procedure, where technical acceptability is the primary determinant and price is secondary. Quotations must be submitted via email by February 25, 2026, at 9:00 a.m. EST, and all pricing must equal or be less than the vendor's current General Services Administration (GSA) Schedule prices. Delivery is required within 30 days after receipt of order.
This procurement carries no small business set-aside designation and does not identify any current incumbent contractors. The total award value is not specified in the solicitation documents, though it will be determined by the LPTA evaluation of submitted quotations. The 77 monitors will be distributed across five MSHA district locations: Barbourville, Kentucky (9 units); Morgantown, West Virginia (10 units); Norton, Virginia (20 units); Pineville, West Virginia (30 units); and Warrendale, Pennsylvania (8 units). Prospective vendors must be registered in the System for Award Management (SAM) and must certify compliance with numerous federal requirements including small business status, covered telecommunications equipment, delinquent tax liability, and buy American provisions. The quotation must remain valid for 90 days from submission, and all applicable terms and conditions of the vendor's GSA Schedule Contract will apply to the resulting delivery order.
Notice text
Working in a coal mine subjects personnel to a harsh environment where the average mine height is approximately 42 inches, there is no light, the surfaces are wet and slippery, and the average temperature is approximately 55 degrees. The environment may contain methane and other harmful gasses. Mine Safety and Health Administration (MSHA) must be prepared to monitor the working environment of the mines in order to determine if the concentration of harmful or noxious gasses is being effectively controlled by the measures utilized by the mine operator. The unit used to measure these gasses underground must be MSHA approved as intrinsically safe. Daily “bump testing” using a calibration station is required to ensure the unit is properly calibrated.
Moreover, space and weight concerns are of paramount importance to MSHA inspectors. MSHA inspectors frequently need to work
in very tight spaces, many of which are less than 30 inches in height. MSHA inspectors need to carry a significant amount of
equipment, often weighing as much as 45 pounds. As a result, smaller, lighter equipment lessens the load that inspectors need to
carry. This is not just a question of comfort but of safety.
