About this opportunity
The Department of Labor's Mining Safety and Health Administration intends to award a sole-source contract to Horiba Instruments Inc. for preventative maintenance, calibration, and repair services for the Horiba MEXA ONE-D1 Emission Analytical Bench at MSHA's Approval & Certification Center, under FAR 6.302-1 (only one responsible source). The Independent Government Cost Estimate is $213,688 for the life of the contract.
The justification rests on Horiba's proprietary calibration requirements and ISO-17025 accreditation. Market research confirmed no outside entities are trained or authorized to calibrate this specialized equipment; Horiba does not offer training to third-party calibration companies. The equipment is mission-critical for testing and certifying diesel engine packages in compliance with 30 CFR to ensure safe working conditions in the mining community.
The period of performance is 12 months with four optional 12-month periods. Services include preventative maintenance with parts replacement during years one, three, and five; calibration and linearization services in all five years; troubleshooting and repair; and technical consultation. Preventative maintenance tasks encompass component-specific work such as O-ring replacement, valve rebuilding, filter replacement, and motor replacement on specified intervals. Calibration requirements include gas system pressure checks, analyzer linearizations with specified accuracy tolerances, NOx efficiency testing, CO2 interference testing, and MCU software backup. The government will provide all calibration gases. Place of performance is MSHA's Approval & Certification Center. The contract was awarded on August 19, 2026.
