About this opportunity

The Department of the Navy's Military Sealift Command (MSC) issued a sole-source justification for the award of a non-competitive purchase order to Bird-Johnson Propeller Company, LLC (BJPC) for the complete overhaul of the Port Controllable Reversible Pitch (CRP) Propeller Hub Assembly aboard USNS Rappahannock (T-AO 204). The contract, awarded on February 24, 2026, addresses a critical safety component failure that has rendered the vessel inoperative and unable to perform primary refueling-at-sea and underway replenishment missions, establishing a C4 CASREP condition of highest urgency. MSC justified the sole-source acquisition under 10 U.S.C. 3204(a)(2) for unusual and compelling urgency, citing BJPC's status as the exclusive Original Equipment Manufacturer with proprietary access to technical data, manufacturing procedures, and specialized parts required by United States Coast Guard, American Bureau of Shipping, and International Maritime Organization regulatory requirements. The firm-fixed price purchase order carries an estimated maximum contract value that remains redacted and includes a performance period not to exceed four months, with work funded through Fiscal Year 26 United States Operations and Maintenance, Navy funds. Market research confirmed that all T-AO 187 Class propulsion parts and services have historically been sole-sourced to BJPC, and the controllable reversible hub assembly is classified as a ship critical safety item under MSC quality management standards.

Notice text

The Department of the Navy’s Military Sealift Command (MSC) requires immediate Original Equipment Manufacturer (OEM) overhaul services and OEM-certified replacement parts for the Port Controllable Reversible Pitch (CRP) Propeller Hub Assembly onboard USNS RAPPANNOCK (T-AO 204). The hub assembly is currently inoperative, resulting in a C4 CASREP condition that prevents the vessel from safely getting underway and conducting refueling-at-sea and replenishment missions. This is the highest urgency level, indicating the unit cannot perform a primary mission. Due to this unusual and compelling urgency, the Contracting Officer utilized the authority granted under 10 U.S.C. § 3204(a)(2) to pursue a sole-source acquisition from the OEM, Bird-Johnson Propeller Company, LLC. (BJPC).

Awarded contract N3220526P5075 to unknown vendor for unknown amount on 2026-02-24.
