About this opportunity

The Military Sealift Command (MSC) under the Department of the Navy is seeking qualified contractors to provide comprehensive vessel operations and maintenance services for the Government-Owned, Contractor-Operated (GOCO) fleet through a consolidated Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle. Services will encompass all personnel, management, operational and technical support, equipment, and supplies necessary to operate and maintain vessels to MSC standards, including manning with qualified U.S. Contract Mariners, ensuring compliance with U.S. Coast Guard and American Bureau of Shipping regulations, and managing both planned and unplanned maintenance activities. Contractors must demonstrate capability to operate multiple ocean-going vessels exceeding 4,500 deadweight tons, manage major repair availabilities exceeding $15 million, maintain a minimum SECRET facility security clearance, and possess adequate financial resources to cover 60 days of operating costs plus conduct two major availabilities of at least $20 million within a 12-month period. Task orders will be issued on a firm-fixed price basis with potential award fee provisions and pass-through elements for variable costs. Responses to this Sources Sought notice are due by 2:00 PM (Norfolk, VA time) on May 28, 2026, directed to LCDR Tucker Livingston and Ms. Vanessa Schwaner.

The consolidation will merge approximately 13 separate existing O&M contracts encompassing over 50 vessels across multiple classes into a single vehicle with an anticipated 10-year ordering period from September 10, 2028 through September 9, 2038. The opportunity has been structured into four distinct pools: Pool 1 is a small business set-aside for 16 vessels; Pool 2 is full and open competition for 8 large, unique, or complex vessels; Pool 3, also full and open competition, covers 12 vessels requiring Dynamic Positioning 2 certification; and Pool 4 provides surge support capabilities with automatic inclusion of all prime contractors from Pools 1-3. No specific budget range has been disclosed in this pre-solicitation notice, though the size and scope of managing over 50 vessels with potential award fees and major repair availabilities indicates a substantial contract value. This Sources Sought notice is for capability information only and does not constitute a formal request for proposals, indicating that a formal solicitation will follow this market research phase.
