About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure two MS Analyzer Modules (NSN 7H-5998-015526391) through a sole-source procurement process. The Navy currently lacks the technical data necessary to produce this item and has determined that only approved sources may be considered for these spares. Interested companies must be certified as a Depot Overhaul Point (DOP) and complete a Source Approval Request (SAR)-Maritime form for review by the Naval Sea Systems Command (NAVSEA). The government will evaluate potential sources through a technical review process to determine manufacturing capabilities, which can be lengthy. Proposals must be submitted within 45 days of the publication date, with the understanding that this is not a competitive solicitation but an opportunity for qualified sources to demonstrate their capabilities.

There is no specific set-aside designation for this contract, and the procurement will be conducted under FAR 6.302-1 authority for sole-source acquisitions. The items will be delivered FOB origin, and offers for remanufactured, surplus, or repaired items will be considered non-responsive. Potential contractors must meet qualification requirements at the time of award, as specified in FAR clause 52.209-1. The contract may be subject to Free Trade Agreements and the Buy American Act, depending on the final solicitation clauses. While no specific award value is mentioned, the procurement involves two units of a specialized electronic assembly, and the technical review process suggests a highly selective and technical evaluation of potential suppliers.
