About this opportunity
The Wisconsin Army National Guard seeks to procure instructor and facilitator services to support its Master Resilience Trainer program. The contractor will provide full-time instructors at the Regional Training Institute located at Fort McCoy, Wisconsin to conduct resilience training courses. The contractor must be a Master Resilience Trainer - Instructor Qualified and meet the qualifications in the performance work statement. The contract will be evaluated based on the offeror's capabilities statement and response to the requirement. Interested 8(a) vendors must respond by March 24, 2021.
This will be an 8(a) set-aside competitive procurement under NAICS code 561330. The anticipated award is a base year plus four one-year options for a total of five years from June 2021 through June 2026. The incumbent contractor is Task Source Inc. under contract W912J2-16-C-0002. The contractor will be expected to teach a variety of resilience courses serving up to 1,000 students annually based on prior workload estimates. Responses should include business information, 8(a) dates, and a capabilities statement not exceeding six pages.

THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or a request for proposal and no contract will be awarded from this notice. No solicitation or specifications are available at this time. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice this sources sought.
Submittals will not be returned to the responder. Not responding to this notice does not preclude the participation of any interested 8(a) vendor from participating in the forthcoming formal SF 1449 solicitation which will be posted on https://beta.sam.gov formally fbo.gov.
The Wisconsin Army National Guard (WIARNG) is conducting market research to determine the capabilities of 8(a) Business concerns and assist the Contracting Officer in determining whether an 8(a) set-aside is appropriate for the procurement of services under the North American Industry Classification System (NAICS) code 561330.
The anticipated award will be a base year contract with four one-year options, for a potential total of five years. The anticipated period of performance for the base year is 30 June 2021.
BACKROUND: There is a continuing need for Instructor/Facilitator II positions to support the WIARNG’s Master Resiliency Trainer program at the Regional Training Institute at Ft. McCoy, WI. This contract is currently being successfully performed under W912J2-16-C-0002 by Task Source Inc. There are currently QTY 8 instructors fulfilling this contract.
REQUIREMENT: The contractor will independently provide services of full time instructors to support Master Resilience Trainer Certification (MRT-C) Course training for Wisconsin Military Academy (WMA) in support of the National Guard MRT Training Center mission. The primary objective is to provide contractor services and deliverables through the performance of Training Instructional Development Specialist tasks and services.
This service requirement includes but is not limited to: Section 5.0 through 5.5.3.19 of the attached Performance Work Statement (PWS)
