About this opportunity

The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG) at Edwards AFB, California has published a Special Notice regarding their intent to issue a sole source contract to Aechelon Technology for MR Image Generators. The procurement involves 2U Nucleus Image Generators and supporting rack-mountable GPU development systems with installation services for the 445 TS/EWJN IFAST Lab Team. The Air Force justifies the sole source approach under FAR 13.501(a) and 41 USC 1901, citing that Aechelon is the original and only vendor with graphics generators currently used across the IFAST Lab Team. The contract will be executed using other than full and open competition to maintain congruency across all simulators in the lab environment. The notice was posted on July 29, 2025, with a response deadline of July 30, 2025.

The primary objective of this procurement is to upgrade existing image generator systems to support advanced training and data collection needs for pilot and engineering teams while ensuring realistic simulations that provide training value. Contractors have until July 30, 2025, to submit capability statements, comments, or questions via email to the designated contracting officers, with no telephone responses accepted. While this is structured as a sole source procurement, the Air Force permits all responsible sources to submit capability statements in accordance with FAR 13.501(a)(iii) for agency consideration. The IFAST Lab provides critical flight training and mission simulations for Edwards pilots and engineering personnel, offering enhanced training opportunities in a safe environment while collecting data that benefits test engineers in developing new technologies. The procurement includes two identical line items consisting of 2U Workstation Image Generator nodes with dual GPUs, local RAID storage, and five days of systems engineering support, all designed to integrate seamlessly into the current simulation lab environment.

This makes them the only vendor capable of providing the needed projectors because the 445 TS/EWJN IFAST Lab teams need to keep congruency across all their simulators. The 445 TS/EWJN IFAST Lab requires the projection and simulation equipment will not only be functional at all times, but it must be capable to support the advanced training and data collection needs of the pilot and engineering teams. To ensure simulations are realistic and provide training value, the equipment must be kept up to date.

The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in-

Aechelon offers long-term support included with the initial purchase of the products, which will help ensure that all Simulation equipment is reliable, and at the lowest system lifetime cost.

The IFAST Lab provides critical flight training and mission simulations for Edwards pilots and engineering personnel. The IFAST Lab provides enhanced training opportunities in a safe environment, in addition to helping to ensure pilots stay proficient. The data collected by the Simulations Lab can also be closely monitored and benefits test engineers in production of new technologies and advancements. The Government requests that initial feedback, comments and questions be submitted no later than two (2) calendar days from the date of this notice posted to www.beta.SAM.gov. In accordance with leeway permitted by FAR 13.501(a)(iii), all responsible sources may submit a capability statement, which shall be considered by the agency.
