Specifically, the procurement involves two critical support items: a Tail Cart Assembly (Part Number UHK92277-1) and a Wing Handling Cart Assembly (Part Number UPB92014-1), which are essential for securely storing and maintaining the MQ-9A Unmanned Aircraft. The contract will be awarded under the statutory authority 10 U.S.C. 2304(c)(1), which allows for sole-source procurement when only one responsible source can satisfy agency requirements. The government will consider responses to this notice within 15 calendar days of publication, with the discretion to determine whether to open the requirement to competition. A Sources Sought notice for this requirement was previously posted under N6833525RFI0367.
The procurement is not set aside for any specific business category and is classified under NAICS code 333924 for Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing. The Original Equipment Manufacturer (OEM), General Atomics Aeronautical Systems, is the sole designer, developer, and manufacturer of these specific support equipment part numbers. The government does not own the rights to the drawings and technical data package, which further supports the sole-source justification. The procurement falls under the Product Service Code 1730 for Aircraft Ground Servicing Equipment. While specific award values are not disclosed in the pre-solicitation notice, the contract is intended to procure specialized equipment critical to the maintenance and operational readiness of the MQ-9A Reaper Unmanned Aircraft Systems for the United States Navy.
