About this opportunity
The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland, intends to award a delivery order for the production, integration, and installation of Detect and Avoid System (DAAS) kits and Ground Control Station (GCS) kits for the MQ-9A Reaper Marine Air Ground Task Force Expeditionary (MUX) unmanned aerial system. The procurement will be conducted as a sole-source acquisition under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.103-1, with the government justifying this approach based on the technical knowledge and experience required to support the MQ-9A platform. While this is not a competitive procurement, interested parties may submit written responses by April 17, 2026, to Lauren Thompson to demonstrate their interest and capability; the government will consider all submissions received prior to the closing date solely for determining whether to conduct a competitive procurement. The estimated award date for this action is December 2026, and companies interested in subcontracting opportunities should contact the incumbent directly at GA-ASISmallBusiness@ga-asi.com.
General Atomics - Aeronautical Systems, Inc. (GA-ASI) of Poway, California, is identified as the sole designer, developer, manufacturer, and integrator of the MQ-9 unmanned aircraft and is therefore the intended recipient of this delivery order under an existing Basic Ordering Agreement. No set-aside designation has been applied to this procurement. The pre-solicitation notice does not specify an estimated contract value or quantity of systems to be produced; however, the requirement falls under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC 1510 (Aircraft, Fixed Wing). GA-ASI's unique position as the original equipment manufacturer and integrator of the MQ-9 platform is cited as the basis for sole-source justification, as the company possesses the requisite knowledge, technical data, and manufacturing capabilities necessary to meet the government's requirements in a timely and cost-effective manner.
