About this opportunity
The Naval Air Systems Command (NAVAIR) seeks to procure Central Avionic Bay (CAB) components, DuraNET cable parts, Radar Equipment Airborne (REA), and Automatic Information Systems (AIS) mission kits necessary for the MQ-9A unmanned aircraft system. This pre-solicitation notice indicates the government's intent to award a delivery order under an existing Basic Ordering Agreement with a single source, General Atomics - Aeronautical Systems, Inc. (GA-ASI) of Poway, California, based on the company's unique position as the sole designer, developer, manufacturer, and integrator of the MQ-9 platform. The government justifies the single-source approach under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, asserting that GA-ASI possesses the exclusive technical knowledge, experience, and proprietary data required to meet operational requirements in a timely and cost-effective manner. Although this notice is not a request for competitive proposals, interested parties may submit written responses to demonstrate their capabilities and interest; such responses will be evaluated solely to determine whether a competitive procurement should be conducted, with final determination at the government's discretion. The response deadline is December 31, 2025, and all inquiries must be submitted in writing to Kaylynn Boswell rather than by phone.
No set-aside designation has been applied to this procurement action. General Atomics - Aeronautical Systems, Inc. is identified as the incumbent contractor with whom the government intends to negotiate. The pre-solicitation notice does not specify an explicit award value or budget range for this delivery order. However, the notice establishes a September 2026 deadline for contract award, providing a clear timeline for procurement completion. Companies interested in pursuing subcontracting opportunities with GA-ASI should contact the prime contractor directly at GA-ASISmall-Business@ga-asi.com. The NAICS classification is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), and the PSC category is 1510 (Aircraft, Fixed Wing), indicating the nature of the goods and services involved in this procurement.
