About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst intends to procure Temp/Vac Controller Composite Repair Sets for the MQ-4C Triton Unmanned Air Systems Program, supporting both the United States Navy and Royal Australian Air Force. These specialized repair sets are designed to cure and repair sensitive composite resin structures using controlled heat and mercury application. The procurement will be a sole-source award to Heatcon Composite Systems, Inc., under the authority of 10 USC 3204(a)(1), which allows for a non-competitive procurement when only one source can meet agency requirements. Heatcon is the sole manufacturer and distributor of these controllers, holding proprietary rights to the equipment's design and drawing. Interested parties must submit responses via email to Mairen Flanagan by May 2, 2025, at 4:00 PM EDT, and mandatory SAM registration is required for consideration.

The contract will be a two-year, Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) type agreement, specifically for the Temp/Vac Controller Composite Repair Sets with Part Number HCS9200N-02.5 and National Stock Number 4920-01-624-6759. No specific set-aside designations are applied to this opportunity, and the government will evaluate responses within fifteen days of publication to determine whether to proceed with a competitive or sole-source procurement. Heatcon is identified as the only source with the necessary technical expertise, knowledge, and proprietary rights to provide these specialized repair sets. The government emphasizes that this notice is not a formal request for competitive proposals, and the information provided is subject to change. Potential respondents should note that the government retains full discretion in determining the procurement approach based on the responses received.
