About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD) in Lakehurst, New Jersey, is seeking to procure Peculiar Support Equipment (PSE) consisting of six specific components in support of the MQ-4C Triton and MQ-25A Reaper Unmanned Air Systems programs serving the United States Navy and Royal Australian Air Force. The components include a By-Pass Access Viewing Cover, Vane Plug Puller, Tee Handle Puller, Seal Rotor Puller, Exhaust Engine Removal Cover, and Inlet Engine Removal Cover, each with corresponding part and National Stock numbers. This is a sole-source procurement under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, justified on the basis that only one responsible source can satisfy the Government's requirements. The contract will be awarded on a Firm Fixed-Price basis, and the Government will consider responses received within five days of the synopsis publication date. Active registration in the System for Award Management (SAM) is mandatory for any contractor seeking award consideration, and no formal solicitation will be posted unless alternate offerors are identified during the response period.

This procurement carries no set-aside designation. CUDA II, Inc. (CAGE: 1SWT0), located in Indianapolis, Indiana, is the intended sole-source contractor, identified as the only authorized distributor of the required parts, while Rolls Royce Corporation remains the Original Equipment Manufacturer but is unable to support the Government's requirement. The notice indicates that the Government owns data rights and is unable to open the requirement to competition due to the specialized nature of these support equipment items. No specific contract value or budget range is disclosed in the pre-solicitation notice. The opportunity was originally posted on March 19, 2025, with a final response deadline of November 4, 2025, though the synopsis was reopened to update the Government's acquisition strategy, reflecting the shift from the original OEM sole-source approach to the authorized distributor arrangement.
