About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a modification to The Boeing Company for implementing Windows 11 across all computers, components, and equipment within the MQ-25 program. The procurement will be conducted under a sole-source justification using 10 U.S.C. 3204(a)(1) and FAR Subpart 6.302-1, which allows for a single source when no other contractor can satisfy agency requirements. Boeing is uniquely positioned as the sole designer, developer, and manufacturer of the MQ-25A unmanned aircraft, possessing the specialized technical understanding and integrated capabilities necessary for this project. The government will consider responses received prior to the June 11, 2025 closing date, though this notice is not a formal request for competitive proposals. Interested parties may submit written responses via email or U.S. mail to Jared Mason or Jennifer Alvey to potentially influence the procurement approach.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The contract modification will be issued under existing contract N00019-18-C-1012 with Boeing, leveraging their exclusive expertise in the MQ-25 program. While no specific award value is mentioned, the scope involves a comprehensive Windows 11 migration across the MQ-25 aircraft system's computing infrastructure. Subcontracting opportunities are available, with interested companies encouraged to contact Christine Dubina at Boeing directly. The procurement falls under the Aircraft Manufacturing NAICS category (336411) and is classified under the National Defense R&D Services product service code, reflecting the technical and developmental nature of the work.
Notice text
The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to award a modification under N00019-18-C-1012 to The Boeing Company (Boeing) for the negotiation and award of the implementation of Windows 11 of all computers, components, and equipment under the MQ-25 program.
For this proposed action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 3204(a)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, “Only one responsible source and no other type of supplies or services will satisfy agency requirements.” Boeing is the sole designer, developer and manufacturer of the MQ-25A unmanned aircraft and therefore, Boeing is the only contractor with the experienced staff, necessary plants, equipment, suppliers, and technical understanding of what is required for the procurement. Boeing is the only source with the unique capability to address the interrelated impacts of each order on each other and on the developmental efforts of the MQ-25 program.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. A determination by the Government not to compete the proposed contract effort based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by e-mail or U.S. mail to the attention of Jared Mason or Jennifer Alvey using the contact information provided in this synopsis.
