About this opportunity
The Naval Air Systems Command awarded a sole source contract modification, N0001922C0048 P00017, to The Boeing Company on September 14, 2026, for MQ-25 Stingray Low-Rate Initial Production Lot 1 and Lot 2, valued at $611.5 million.
The contract covers production and delivery of MQ-25 aircraft and associated supplies and services for the United States Navy, including production support, special and rate tooling, test and support equipment, systems engineering, production management, parts obsolescence, engineering change proposals, Integrated Logistics Support, spares, and technical and administrative data. LRIP Lot 1 addresses FY23 requirements and LRIP Lot 2 addresses FY24 requirements. The planned quantity consists of three lots of four aircraft per lot, totaling 12 aircraft, with an estimated total contract value of $1,747 million across all authorized lots.
Sole source justification under 10 U.S.C. 3204(a)(1) rests on unacceptable delays that would result from competitive procurement. Boeing is the sole designer, developer, and manufacturer of the MQ-25; competitive procurement would incur an estimated delay exceeding 4.5 years. The Navy requires MQ-25 capability to increase Carrier Air Wing Strike Fighter assets and preserve F/A-18E/F fatigue life. The MQ-25 was designated a Maritime Accelerated Acquisition program. Authority to act under the Class Justification and Approval expires September 30, 2027. Additional aircraft may be procured within Lots 1–3 as subsequently authorized and appropriated by Congress.
