About this opportunity
The Naval Air Systems Command (NAVAIR) intends to award a modification to The Boeing Company for a Fault Tree Analysis using Pivotal Event Nodes for Due Regard Alternate Means of Compliance Certification for the MQ-25 Program. The procurement will be conducted under a sole-source justification using 10 U.S.C 2304 (c)(1), which allows for a single-source award when only one contractor can meet agency requirements. Boeing is identified as the sole designer, developer, and manufacturer of the MQ-25A unmanned aircraft, making them the only contractor with the necessary technical understanding and capabilities for this project. The government will consider responses from interested parties prior to the closing date of February 17, 2025, but emphasizes that this is not a competitive solicitation. All written responses must be submitted via email or U.S. mail to Jared Mason or Jennifer Alvey, with no phone inquiries permitted.
The contract opportunity falls under the Aircraft Manufacturing NAICS category (336411) and is classified as a National Defense R&D Service. The place of performance is located in St. Louis, Missouri, and the contract is being awarded as a modification to existing contract N00019-18-C-1012. No specific set-aside designation is applied to this procurement. Subcontracting opportunities are available, and interested parties are encouraged to contact Boeing directly through Brad Westerfeld. While no specific award value is disclosed, the modification is focused on a detailed technical analysis for the MQ-25 unmanned aircraft program. The procurement is being conducted by the Department of the Navy's Naval Air Systems Command, a defense agency seeking to advance its unmanned aircraft development capabilities through this targeted technical assessment.
Notice text

For this proposed modification, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C 2304 (c)(1) and Federal Acquisition Regulation (FAR) Subpart 6.302-1, "Only one responsible source and no other type of supplies or services will satisfy the agency requirements." Boeing is the sole designer, developer and manufacturer of the MQ-25A unmanned aircraft. A determination by the Government not to compete the proposed contract effort based upon responses to this notice is solely within the discretion of the Government.
