About this opportunity
The U.S. Air Force's Air Combat Command, through Mountain Home Air Force Base in Idaho, is seeking a contractor to maintain road markings and perform mill and overlay work on various streets and parking areas at the installation. The primary scope of work includes cleaning and restriping existing markings on six streets (Aardvark, Phantom, Alpine, Rosewood, Red Fir, and E Street) and performing 2-inch depth mill and overlay operations on five roads (1st Ave, 7th Ave, 12th Street, 14th Street, and Ironwood Drive), with an optional line item for mill and overlay work on Trap Street. Key requirements include designating qualified personnel such as a superintendent with a minimum of 10 years' construction experience and a Quality Control Manager with at least 5 years of relevant experience, submitting construction drawings in PDF format, obtaining nuclear density gauge authorization before deployment, maintaining traffic control per FHWA standards, and complying with Mountain Home AFB security protocols. The evaluation will utilize a best-value tradeoff process based on price and past performance, with award going to the responsible offeror whose conforming offer is most advantageous to the government. Critical deadlines include questions due by 4:30 PM Mountain Daylight Time on April 3, 2026, and sealed bids due by 4:30 PM local time on April 30, 2026, with site visits offered on March 25 and March 30, 2026.
This solicitation is a 100 percent set-aside for Women-Owned Small Businesses under NAICS code 237310 with a size standard of $45,000,000 in annual receipts. The estimated contract value falls between $1,000,000 and $5,000,000, with a firm fixed-price arrangement for both the base and optional line items. The contractor must begin performance within 30 calendar days of award and complete all work within 120 calendar days of receiving notice to proceed, which represents the extended timeline as modified by Amendment 002. The project encompasses approximately 75,000 linear feet of centerline markings, 10,400 square feet of stop bars and crosswalks, approximately 11,700 square yards of mill and overlay work in the base bid, plus approximately 6,700 additional square yards if the Trap Street option is awarded. Performance and payment bonds are required within 10 calendar days of award, along with a bid guarantee of 20 percent of the bid price or $350,000, whichever is less. Work will be performed at Mountain Home Air Force Base, Idaho 83648, with a one-year warranty required following final acceptance.
