About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure one hydraulic motor (NSN 7H-4320-015058519) for delivery to DLA Distribution in New Cumberland, PA. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, as they do not own the data or rights to the data needed to purchase or contract repair of this part from additional sources, and it has been determined uneconomical to buy the data rights or reverse engineer the part. The procurement is not utilizing FAR Part 12 policies for commercial items, though interested parties may identify their capability to satisfy the requirement with a commercial item within 15 days of the notice. All responsible sources may submit proposals, quotations, or capability statements within 45 days of publication, and the Government will consider these responses solely for determining whether to conduct a competitive procurement. The contract opportunity is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions if applicable DFARS clauses are included in the solicitation.

This procurement is designated as a Total Small Business set-aside with a due date of August 8, 2025, for the pre-solicitation phase. The quantity required is one unit of the hydraulic motor, with delivery scheduled to DLA Distribution's New Cumberland facility. No specific incumbent contractor or current service provider is mentioned in the notice, though the sole source nature of the intended procurement suggests an existing relationship with a particular manufacturer or supplier. The notice does not specify any contract value or budget range for this acquisition. The timeline indicates a 30-day window for responses under existing Basic Ordering Agreements, while other proposals have a 45-day response period from the date of publication.
