About this opportunity

The Department of the Air Force, through the 772d Enterprise Sourcing Squadron, issued a notice of intent to award a sole-source, firm-fixed-price contract to EBSCO Industries, Inc. for a subscription to MOTOR Auto Repair Source, with award scheduled for 30 September 2026 and performance running through 29 September 2030. The acquisition supports DoD Morale, Welfare, and Recreation libraries in providing military personnel assigned to contingency operations and remote sites with do-it-yourself automotive repair and maintenance resources for domestic and imported cars, SUVs, vans, and light trucks. EBSCO is the exclusive creator, publisher, copyright holder, and distributor of the MOTOR Auto Repair content; market research including a sources-sought notice conducted from 17–29 July 2026 confirmed no other vendors can provide authorized access to this proprietary database. The contract covers OEM content with step-by-step repair information, wiring diagrams, diagnostic trouble codes, parts and labor estimates, service bulletins, and recalls, with touch-enabled device compatibility and security requirements including TLS 1.3 and RSA 2048-bit certificates. Despite the sole-source intent, all responsible sources may submit unclassified capability statements or quotations—limited to 10 pages in Microsoft Word or PDF—by 4 September 2026 at 12:00 PM CST, including company contact information, business classification, socioeconomic status, CAGE code, and UEI, to william.sasser.2@us.af.mil and gustavo.guadron@us.af.mil.
