About this opportunity
The Federal Bureau of Prisons Central Office seeks a contractor to operate Mothers and Infants Together (MINT) services—a specialized residential program for pregnant federal female offenders and their infants—across North Dakota, South Dakota, Minnesota, Wisconsin, Illinois, Iowa, Nebraska, Kansas, Missouri, Michigan, Indiana, Ohio, Kentucky, and Tennessee, with proposals originally due July 8, 2025, extended to August 18, 2025. Amendment 003, effective June 26, 2026, cancels solicitation 15BRRC25R00000027 in its entirety.
The contract structure includes a one-year base period plus four one-year option periods, firm-fixed price. The contractor must maintain 6 maximum beds available for MINT placements. Place of performance is distributed across the 13 specified states. NAICS code is 623990, Other Residential Care Facilities; PSC is G004, Social Rehabilitation.
MINT allows eligible pregnant offenders to transfer to the facility up to two months before delivery and remain up to three additional months postpartum for infant bonding. The contractor must provide a secure, home-like environment segregated from other residential programs, prenatal and postpartum counseling, parenting skills education, licensed OB-GYN coordination, transportation to medical appointments, and comprehensive reporting. Residents are escorted-only and ineligible for standard passes or employment.
The contractor must comply with subcontracting goals: 36% Small Business, 5% Small Disadvantaged Business, 5% Women-Owned Small Business, 5% Service-Disabled Veteran-Owned Small Business, and 3% HUBZone Small Business. Proposals were required in three volumes: Technical/Management, Business, and Past Performance (limited to 15 pages). The Bureau of Prisons may withhold 0–30% of monthly invoices for non-performance, with Safety/Security/Order subject to the highest withholding threshold. Contracting Officer: Kevin Hoff, khoff@bop.gov.
