The solicitation requires contractors to comply with federal, state, territory, and local licensing requirements while ensuring the highest quality of professional transport services. Offerors must submit their proposals electronically by 12:00 PM EST on March 24, 2025, including a completed price list, proof of small business status, representations and certifications, and past performance documentation. The government will evaluate offers based on technical capability (assessed as acceptable/unacceptable), price competitiveness, and past performance, with technical capability and past performance weighted approximately equally. The contract is set aside for small businesses and will be performed in Dover, Delaware, with a base period of performance from April 1, 2025, to March 31, 2030. The total award amount is $12,500,000, with individual orders under the BPA not exceeding $25,000 unless authorized by the Contracting Officer. Contractors must be prepared to respond within one hour of initial contact, potentially involving extended work hours including overnight trips, holidays, and weekends. Transportation services will be on an as-needed basis, with potential destinations including Baltimore Washington International Airport, Philadelphia International Airport, Dulles International Airport, and Arlington, Virginia. The government reserves the right to refuse service and terminate the contract if specifications are not met, with performance evaluated through periodic meetings to ensure service quality and compliance with established standards. Vendors will be rotated based on demand and availability, with one driver typically required per transport.
