About this opportunity
The Naval Surface Warfare Center, Corona Division, is procuring 30 units each of two specific Morningstar solar electronic equipment items: TriStar TS-MPPT-60M 60 AMP solar charge controllers and MPPT Ground Fault 150V devices for use in Weapon Integrated Support System (WISS) applications. Offerors must be an Original Equipment Manufacturer, authorized dealer, distributor, or reseller with proof of authorization from the OEM, and must provide new, commercial off-the-shelf equipment with standard commercial warranties. This is an all-or-none requirement evaluated using the Lowest Price Technically Acceptable method, with awards made to the responsible offeror whose proposal is most advantageous to the government. The procurement is structured as a combined synopsis/solicitation under FAR Part 13 for commercial items, requiring active SAM registration and electronic submission in PDF or MS Word format. Quotes are due no later than August 18, 2025, with a minimum validity period of 30 days.
This opportunity is set aside for Total Small Business participation and represents a brand name/sole source justification for Morningstar equipment specifically selected and tested for harsh environmental conditions. The justification document indicates that NSWC CORDIV personnel are already trained and certified in the operation, installation, and troubleshooting of this specific equipment, and that alternative equipment would require extensive testing and software revision leading to substantial cost duplication. Delivery is required within 30 days after award to the Naval Surface Warfare Center facility in Norco, California. The solicitation does not specify contract values but involves a firm fixed price structure for the 60 total units of specialized solar charging and ground fault protection equipment. No future competition is planned for these supplies according to the contracting documentation.

This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is an all-or-none requirement and partial quotes will be deemed unresponsive and will not be evaluated. The Government will award on a single purchase order to the responsible Offeror whose offer conforms to the requirements as stated in the Solicitation and is most advantageous to the Government based on the criteria listed in section L and section M of the Solicitation.
Offerors must be registered in SAM and all responsible sources may submit a quotation which, if timely received, will be considered by the Agency.
