About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking sources for the procurement of Monochrome CMOS Cameras and Accessories, specifically the Ximea Corp. CB120MG-CM-X8G3 model, to enhance its weather hazard imaging capabilities. The cameras, which are capable of high frame rates and short exposure times, will be used to capture high velocity objects like hail in free-fall, improving the understanding of various microphysical processes and the hazards they generate. The delivery of the cameras is expected within 12 weeks after the date of award.

Products and Services to be provided:

  1. Ximea Corp. CB120MG-CM-X8G3 Monochrome CMOS camera or equivalent.
  2. Accessories compatible with the camera.
  3. Delivery of the cameras and accessories.
  4. Support for the installation and operation of the cameras.
  5. Maintenance and repair services for the cameras.

Notice Type: Sources Sought Synopsis

Title: Monochrome CMOS Cameras and Accessories

Response Date: July 26, 2023

This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions.

The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), National Severe Storms Laboratory’s (NSSL) mission of enhancing capabilities to provide accurate and timely forecasts and warnings of hazardous weather events requires enhanced computing capabilities. This is particularly relevant for fieldwork that leverages high-speed camera technology for the imaging of multiple weather hazards, specifically precipitation in the form of rain, hail, snow, and graupel. There is currently a need to expand NSSL’s high‐speed imaging of weather hazards capabilities to collect observations of precipitation at the surface in free‐fall, which would significantly improve the understanding of various microphysical processes and the hazards they generate. These observations would significantly improve the quality of precipitation type retrievals and now‐casting ability for active weather events using NEXRAD systems. The current monochrome CMOS cameras are manufactured by Ximea Corp., and the NSSL is in need of replacements that are compatible in all aspects (form, fit, and function).

INTENDED USE/PURPOSE:

The Ximea Corp. CB120MG-CM-X8G3 Monochrome CMOS camera is a 4K, compact, high speed camera designed to fully capture high velocity objects like hail in complete free‐fall without distortion and allow for various measurements to be taken. The cameras are capable of high frames rates (greater than 300 fps), have a high resolution, and allow for very short exposure times in order to properly capture the free‐falling objects. A camera like the Ximea Corp. CB120MG-CM-X8G3 Monochrome CMOS camera is required to meet the technical specifications and provide the level of accuracy needed for the NSSL’s tolerances.
