About this opportunity

The Bureau of Fiscal Service, on behalf of the Inter-American Foundation, is soliciting proposals to provide Monitoring, Evaluation, and Learning Specialist support services in Guatemala. Offerors must have the capability to accompany approximately 36 to 48 grantees through the full grant cycle, verify performance data, facilitate learning activities, and contribute to the Foundation's monitoring and evaluation efforts. Proposals will be evaluated based on the criteria in the Cover Letter and Performance Work Statement. Questions are due by June 29th and proposals must be submitted by July 13th to be considered for a labor hour contract award.

There is no set-aside designated for this procurement. The services will be performed in Guatemala over a one year period to support the Inter-American Foundation's portfolio of grants. The government intends to award one contract for these services with an anticipated period of performance through June 2023. Interested parties must meet all requirements outlined in the solicitation documentation, including providing their qualifications, pricing, and references in a timely submitted proposal package.

The Bureau of Fiscal Service, on behalf of the Inter-American Foundation (IAF), is soliciting for Monitoring, Evaluation, and Learning Specialist Services in Guatemala as described in the Performance Work Statement (PWS).

The Government anticipates awarding a Labor Hour Contract resulting from this solicitation based on the evaluation criteria established in the attached Cover Letter and PWS.

In addition to the proposal for all requirements, all information required on the clause package, including any instructions to vendors, must be completed and included with your quote.

The Government intends to select ONE contractor for award. The Government anticipates making award without further exchanges; therefore, it is the responsibility of each offer to submit a package that complies with all aspects of this solicitation.

Interested offeror shall email questions to purchasing@fiscal.treasury.gov with the subject line “Questions for RFQ15001220014 MELS Support Services in Guatemala, Attn: LP/RG” by Wednesday June 29, 2022, no later than 10:00 AM EST.

Interested offeror shall email a complete application to purchasing@fiscal.treasury.gov, with the subject line “Application for RFQ15001220014 MELS Support Services in Guatemala, Attn: LP/RG” by July 13, 2022, no later than 10:00 AM EST to be considered.

Any packages submitted after the established closing date and time will not be guaranteed consideration.
