About this opportunity
The Air Force Research Laboratory is soliciting proposals under solicitation number FA8650-19-S-6001 for the Molecular Assessment and Sensing Technologies program. The solicitation seeks innovative technologies across ten technical areas including biomarker discovery, air quality monitoring, molecular tools for biosignature tracking, engineered microorganisms, real-time molecular sensors, sensor development and testing, data science and modeling, next generation sequencing, exploiting host-microbe interactions, and synthetic biology. The goal is to develop existing and novel technologies that can be integrated into current and future Air Force and Department of Defense platforms to provide improved human performance and protection capabilities in operational environments through real-time molecular assessment and sensing. Proposals are due no later than April 22, 2019, with awards expected in August 2019.
There is no set-aside designation specified. The main NAICS codes are 541712 and 541715, with potential PSC codes including R425 and R408. The anticipated funding amount is $90.3 million over nine years through task orders focusing on biosensors, sensor development and testing, and foundational chemistry. Initial task orders will have a period of performance of three years for technical work plus three months for final reporting.

Update #3 ·
The primary objective of this program is to develop capabilities to sense and assess molecular signatures of human state in a precise real-time manner to maximize Airman availability, enhance Airman performance, and enable Airman-machine operations to be accomplished through early detection of mission-impacting conditions. In addition, systems biology for performance research area, uses the power of synthetic biology, omics, bio-engineering and computational biology to interrogate and discover novel mechanisms to optimize human performance..
Update #2 ·
This posting includes relevant Questions and Answers and the Slide Deck from the MAST Industry Day held on 7 February 2019..
Update #1 ·
The effort will focus on ten key technical research areas: Biomarker Discovery, Air Quality Monitoring, Molecular Tools for Biosignature Tracking, Engineered Microorganism, Real-Time Molecular Sensors, Sensor Development and Testing, Data Science and Model Development, Next Generation Sequencing, Exploiting Host-Microbe Interactions, and Synthetic Biology. The effort will pursue innovative molecular assessment sensing technologies for individuals in operational environments for improved human performance and protection in real-time capabilities. RHXB is interested in developing existing and novel technologies that be integrated into current and future AF and DoD platforms. System Biology efforts could examine the genome, metabolome, proteome, transcriptome, epigenome, microbiome, cell and tissue architecture and their changes in response to perturbations in diverse AF relevant operational environments and build models spanning multiple scales..
