About this opportunity

The Department of the Air Force Pacific Air Forces is seeking a contractor to provide comprehensive operational support for the MOKKITS (Misawa/Osan/Kunsan/Kadena Instrumentation Training System) at four primary air bases located in Japan and Korea. The contractor will be responsible for all aspects of MOKKITS operations including pod loading and unloading, transportation, pre- and post-mission data processing, live monitoring system operations, and aircrew debriefing equipment management across locations at Misawa and Kadena Air Bases in Japan and Osan and Kunsan Air Bases in Korea, as well as temporary locations in Singapore, Guam, the Philippines, Thailand, Malaysia, and Indonesia. The system supports air combat training for USAF, joint, and allied aircraft across various exercises and operational deployments. Key performance standards require that 95% of MOKKITS pods be loaded 60 minutes before takeoff, 100% of data transfer devices contain correct mission data, and 95% of missions be successfully debriefed. The Pre-Solicitation Notice was posted on December 9, 2025, with a deadline for questions or comments by December 18, 2025.

This procurement carries no set-aside designation and represents a recompete opportunity for existing MOKKITS operational support services. The contract scope encompasses an annual average of approximately 24,482 sorties across the four primary operating locations. While specific award values and budget ranges are not disclosed in the Pre-Solicitation Notice, the breadth of geographic coverage and the performance metrics required suggest a substantial contract supporting sustained air combat training operations throughout the Pacific Air Forces region. The contractor will be expected to provide all necessary personnel, equipment, materials, tools, vehicles, and supplies not provided by the government, while sustainment and maintenance of the instrumentation pods and associated systems will remain the responsibility of the Military Sealift Command through a separate sustainment contractor. Interested contractors should prepare detailed proposals addressing the comprehensive operational requirements outlined in the Performance Work Statement.

Notice text

Contractor shall be solely responsible for total MOKKITS OS performance, including all management, labor, equipment, materials, tools, vehicles, and supplies not provided GFE/CFE. The contractor shall provide qualified personnel to load/unload pods, transport pods/prepare for shipment, process pre/post mission data, ensure live monitor system capability is operational, and operate aircrew debriefing equipment at locations in Tables 1/1a and Appendix 6.

Sustainment and maintenance of the AN/ASQ-T34/T503 pods, Surface Instrumented Sub-system (SIS), and Real Time Server (RTS) is the responsibility of the MSC. MOKKITS supports air combat training by aircraft assigned to Pacific Air Forces (PACAF), United States Air Force (USAF) aircraft within PACAF’s area of operations, aircraft from other components of the armed forces of the United States, and Allied aircraft. Air combat training requirements are derived from unit or component proficiency requirements or in a single-service, joint, bilateral or combined forces exercise.
