About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure YIG/SW modules, which fall under the NAICS category of Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing and the PSC category of Electronic Countermeasures, Counter-Countermeasures And Quick Reaction Capability Equipment. This solicitation has undergone multiple amendments, with the quantity being progressively reduced from an initial amount to 120 units, and finally to 80 units. The contract will be structured as a firm-fixed-price arrangement with FOB Origin terms, requiring offerors to submit pricing accordingly. The procurement includes standard federal contracting provisions such as Buy American requirements, equal opportunity clauses, and small business subcontracting plan requirements. The current offer due date is October 28, 2025, with offers to be submitted electronically to brandyn.a.miller2.civ@us.navy.mil, and the solicitation carries a priority rating for national defense use.

This opportunity does not utilize any set-aside designations, making it open to full and open competition among all qualified contractors. The solicitation specifies a delivery timeframe of 150 days from award, with the contact information indicating coordination through the Naval Supply Systems Command's ANC facility. Offerors are specifically requested to advise if they maintain separate manufacturing or packaging facility CAGE codes, suggesting the Navy is interested in understanding the contractor's production capabilities and facility locations. The procurement appears to involve specialized electronic warfare or countermeasures equipment, given the PSC classification, and requires compliance with various defense-specific regulations including integrity of unit prices and wide area workflow payment instructions. The multiple amendments extending deadlines and reducing quantities suggest the Navy has been refining its requirements based on market feedback or changing operational needs.
