About this opportunity

The United States Marine Corps Systems Command is conducting market research for the Modular Advanced Radio Architecture (MARA) Small Form Factor radio system, targeting a tactical communications solution for Marine Corps personnel. The procurement seeks a man-portable radio system compatible with 3U VPX or VNX+ chassis, weighing approximately 10 pounds with 8-hour battery life using a BA/BB X90 lithium battery. The radio system must support Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance / Electronic Warfare (C5ISR/EW) functions and adhere to Modular Open Suite of Standards (CMOSS) and Sensor Open Systems Architecture (SOSA) standards. The system will enable tactical edge communications across voice and data networks up to Top-Secret classification levels, primarily serving infantry, communications, and fires occupational fields. Responses to this Request for Information (RFI) are due by February 14, 2025 at 1500 EST, with vendors expected to provide detailed specifications about their proposed solutions.

The pre-solicitation notice indicates no specific set-aside designations, allowing both large and small businesses to respond, with small businesses encouraged to specify their socioeconomic categories. While no specific award value is mentioned, the RFI seeks comprehensive technical details including VNX+ card availability, Size, Weight, and Power (SWAP) specifications, thermal management capabilities, MIL-STD-810 certification pathways, pricing, procurement lead times, and bailment availability. The procurement targets radio systems for Fleet Marine Forces, focusing on communications equipment that can support complex tactical and strategic communication requirements. The Marine Corps Systems Command will use the gathered market research to inform future solicitation development, with point of contact personnel including Eddie Young and Victoria Downing. Vendors are advised that this RFI constitutes market research and does not represent a formal solicitation, providing an opportunity for potential contractors to demonstrate their technological capabilities and alignment with military communication standards.

Notice text

In accordance with Federal Acquisition Regulation (FAR) 10, the Marine Corps Systems Command is seeking market research from potential sources to satisfy its’ requirement for a Small Form Factor modular radio, for its Modular Advanced Radio Architecture (MARA) effort under North American Industry Classification System (NAICS) Code 334220, of which includes, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The proposed solution could include the implementation of the standard 3U VPX or a VNX+, or similar chassis and card, that is suitable for carry as a man portable and on-the-move capability. The target system’s Size, Weight, and Power (SWAP) should be similar to current tactical manpack radios which weigh approximately 10lbs and run for 8 hours using a BA/BB X90 style lithium battery. The MARA is a Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance & Reconnaissance / Electronic Warfare (C5ISR/EW) Modular Open Suite of Standards (CMOSS) based radio system that uses Sensor Open Systems Architecture (SOSA) standards to fill in system level specifications that are not covered by CMOSS and the other standards. Primary uses of a MARA radio system will be communications and supporting Command and Control, Fires and other warfighting functions as required by Fleet Marine Forces. Users will primarily be from the 03XX, 06XX, and 08XX occupational fields (infantry, communications, and fires). The MARA will provide tactical edge communications as the Radio Frequency transport on tactical voice radio networks and tactical data networks up to, and including, the Top-Secret level.
