Notice text

The Naval Air Systems Command (NAVAIR) in support of the F-35 Program is seeking sources that can provide a modified version of the Dixequip 463L Pallet Trailer, P/N 103600. The modifications shall allow transport, loading and unloading of the F135 Power Module (PM), weighing 8700 pounds, on V-22 aircraft between expeditionary sites and US Navy Ships including Landing Helicopter Dock (LHD) ships. The Dixequip 463L Pallet Trailer is the only known piece of support equipment that after minor modification and without extensive shipboard testing can provide roller to roller loading of heavy cargo in the V-22. The large size of the PM makes maneuvering the trailer difficult, especially in the aircraft with very little clearances. The heavy weight of the PM makes movement hazardous and a rolling or slightly inclined deck makes it more difficult.

Potential sources must be capable of providing:

3 Prototype units for First Article Testing along with drawings to support Government analysis. (Must be provided in 60 days or less)
First Article Testing.
Up to 45 Production Units.
Technical Data Package.

The Government does not possess the technical data to manufacture the Dixequip 463L Pallet Trailer or the technical data required to perform the non-recurring engineering to modify the Dixequip 463L Pallet Trailer.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) Website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Responses shall be provided to Tom Kracinovich by email at thomas.kracinovich@navy.mil.
