About this opportunity

USDA Animal and Plant Health Inspection Service (APHIS) is preparing to procure one modified 40-foot shipping container for delivery and installation at the Wildlife Services state office on Guam, with a presolicitation notice response due September 17, 2026. This is a total small business set-aside.

Place of performance is Guam at the WS state office. The container will be installed on an existing concrete pad with electrical hookup; the pad is in decent condition and requires only minor clearing and inspection, with refurbishing limited to suitability verification.

Specifications require a new 40-foot high-cube steel shipping container (Conex or equal) modified with typhoon-rated tie-down anchoring, exterior paint formulated to reduce corrosion, and silicone roof coating. Interior work includes division into two rooms (approximately 55 percent and 45 percent) with finished and insulated dividing wall, insulated walls and ceiling (R-13 or greater), vinyl or laminate flooring, and interior height of 96 inches. The container must include three 3-foot by 3-foot windows with accordion-style typhoon shutters and two aluminum exterior doors opening outward. The contractor is responsible for final electrical connection; USDA-WS and the landlord will prepare the site for connection and coordinate with the landlord's electrician.

A Questions and Answers document with site photographs was added September 15, 2026, providing clarification on site access, pad condition, and electrical interface responsibilities. Contracting Officer Jeanine Goral (Jeanine.J.Goral@usda.gov) handles inquiries via email only.
