About this opportunity
The U.S. Army Corps of Engineers Engineering District Fort Worth is seeking a contractor for the Modified Central City, North Bypass Channel project in Fort Worth, Texas. This is an unrestricted firm-fixed-price procurement for constructing a 3,900-foot long and 300-foot wide bypass channel involving flood risk management infrastructure. The project will require extensive coordination with multiple public and private stakeholders, including capabilities for blasting and dewatering in active, congested urban areas. Solicitation is anticipated to be issued on January 22, 2025, with an expected contract award in August 2025. To be eligible, contractors must be registered in the System for Award Management (SAM) database and submit a mandatory Project Labor Agreement (PLA) with their proposal, with failure to do so resulting in immediate disqualification.
The contract has a substantial construction magnitude between $100-250 million, with a small business size standard of $45 million under NAICS code 237990. The project scope includes constructing a floodwall on the east side, an earthen levee on the west side, pedestrian walkways and bridges, lighting, plaza parks, kayak launches, accessibility features, and stormwater infrastructure. The total project timeline is 910 days from Notice to Proceed, with significant technical challenges including working in constrained urban environments. Contractors will need to demonstrate complex engineering and construction capabilities, particularly in civil infrastructure development. All communications and questions must be submitted via email to Leonard Buhrow, the designated Contract Specialist, and potential bidders must monitor both SAM.gov and the PIEE website for potential solicitation amendments.
