About this opportunity

The National Aeronautics and Space Administration Armstrong Flight Research Center intends to award a modification to contract 80AFRC25P0001 to Stratolaunch, LLC on a sole-source basis for continued development of a Flight Test Vehicle Concept Study in support of the Making Advancements in Commercial Hypersonics (MACH) program.

The justification cites 10 U.S.C. 3204(a)(1), asserting that Stratolaunch is the only responsible source capable of meeting requirements. Stratolaunch operates the only reusable U.S. flight test vehicle capable of reaching and sustaining Mach 5+ conditions, a capability necessary for the more demanding Mach 6+ testing requirements. The contract extends the existing vehicle development effort to complete a System Requirements Review and Conceptual Design Review for the Stratolaunch Talon-A NextGen hypersonic flight test vehicle, supporting the NASA High-Speed Flight Project's objective to achieve sustained, repeatable, and recoverable flight at Mach 6.5 for durations exceeding 10 minutes.

The modification extends performance through March 11, 2027. A pre-award notice published on SAM.gov on August 17, 2026 closed on August 21, 2026; one company expressed written interest but was determined incapable of fulfilling the statement of work requirements. The contracting officer has determined the anticipated cost is fair and reasonable, subject to proposal evaluation and negotiation per FAR 15.404-1(b). The contract award date is August 31, 2026.
