About this opportunity
The Naval Sea Systems Command (NAVSEA) has issued a Special Notice announcing its intention to modify an existing contract with Oceaneering International, Inc. (OII) for continued submarine rescue operations and maintenance support. Rather than conducting full and open competition, NAVSEA plans to award this modification under 10 U.S.C. 3204(a)(1) to extend the current contract N00024-20-C-4315. The modification will extend the period of performance by 18 months through December 2027 and establish new cost-plus-fixed-fee items for materials, travel, and level-of-effort expenses. OII currently serves as the Submarine Rescue Operations and Maintenance Contractor (SROMC) at Naval Base Coronado, San Diego, California. The Special Notice was posted on March 11, 2026, and responses expressing interest and capability must be submitted by March 26, 2026.
The modification aims to ensure continued operation and maintenance of the U.S. Navy Submarine Rescue System (SRS) on a continuous 24/7 basis, including rescue operations, training, equipment certification, Operational Readiness Evaluations, and transition of submarine rescue classification certification from military to commercial standards. OII is designated as the sole source capable of performing these services due to its unique certifications, expertise, and active qualification status as listed on the NAVSEA NOTICE 5000 certification list. While NAVSEA intends to award the modification to OII without full competition, the agency is accepting responses from other contractors interested in demonstrating their capability to perform the work. Interested parties must clearly articulate their qualifications, certifications, and capability to fulfill the submarine rescue system operation and maintenance requirements within the specified timeframe. The contract encompasses worldwide submarine distress rescue operations, both domestic and international training exercises, and comprehensive technical and logistic support services.
