About this opportunity

The Department of Homeland Security's U.S. Immigration and Customs Enforcement (ICE) has issued a Special Notice regarding a modification to Contract No. ODT-5-C-0010 for detention services at the Elizabeth Contract Detention Center. The notice concerns a potential contract extension with the incumbent contractor, CoreCivic, Inc., for up to 4 additional months beyond the current contract's expiration on February 28, 2025. ICE intends to execute this modification on a sole source basis using FAR Subsection 6.302-1, which allows for direct contract extension with the current provider. The contract covers comprehensive detention services for detained noncitizens at the facility located in Elizabeth, New Jersey. The modification is specifically designed to bridge the gap while ICE prepares to execute a competitive, follow-on requirement for the contract.

The primary objective of this Special Notice is to extend detention services continuity while ICE develops a competitive procurement strategy for future contract awards. CoreCivic has been determined to be the only contractor capable of meeting the government's needs by the required performance start date of March 1, 2025. The modification will provide up to 4 additional months of services, ensuring uninterrupted detention operations at the Elizabeth Contract Detention Center. Only CoreCivic is eligible for this sole source extension, with the company's unique entity identification and specific physical address in Brentwood, Tennessee clearly identified in the notice. The notice explicitly states that it is not a request for proposals or quotes, but rather a formal communication about an intended contract modification. This action is consistent with federal procurement regulations and is being conducted to maintain operational continuity for ICE's Enforcement and Removal Operations in the New Jersey Field Office.
