Boeing will be the sole contractor, with no competitive proposal process expected. Interested parties can submit capability statements, but the government retains full discretion in determining whether to compete the contract. The notice explicitly states there is no commitment by the government to issue a solicitation or make an award, and any information provided is subject to change.
