About this opportunity

The United States Patent and Trademark Office (USPTO), a civilian agency within the Department of Commerce, has issued a Special Notice for market research regarding the modernization of its Reference Document Management System (RDMS). The RDMS is a critical system used to manage, revise, publish, and present reference documents for USPTO employees and the public. These reference documents include key procedural manuals such as the Manual of Patent Examination Procedures (MPEP), Trademark Manual of Examination Procedures (TMEP), Trademark Federal Statutes and Rules (TFSR), and Trademark Trial and Appeal Board Manual of Procedure (TBMP). The system currently features a role-based access editorial component, a web-based search interface, and annotation functionality exclusively for USPTO employees. The Special Notice was posted on October 31, 2024, with responses due by December 10, 2024.

The primary objective of this Special Notice is to conduct comprehensive market research on potential modernization options for the RDMS, seeking insights from potential contractors about technical requirements, user needs, and system capabilities. The market research is purely informational and does not commit the government to any contract award, but may be used to support future procurements and determine potential small business set-aside opportunities. The target user base for the RDMS ranges from fewer than 50 editors to over 8,000 patent and 800 trademark examiners, indicating a need for a robust and scalable solution. While no specific eligibility criteria are outlined, contractors are invited to provide detailed information about potential modernization approaches, including document content management, publishing tools, and search functionality. Responses to the RFI will become government property and may be used to inform future procurement strategies and system enhancement initiatives.
