About this opportunity

The Army Contracting Command-Aberdeen Proving Ground is seeking to negotiate a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Modernization of Enterprise Terminals (MET) Depot and Engineering Services Support (DESS). The contract will support the Department of Defense's Wideband Global Satellite (WGS) and Defense Satellite Communications systems, with a primary objective of maintaining terminal system reliability, availability, and maintainability at 99.9%, 99.95%, and 99.98% respectively. The procurement will cover sustainment services for 73 METs, including high-altitude electromagnetic pulse systems worldwide, and provide engineering support for technology upgrades and obsolescence management. Interested parties must submit responses no longer than ten pages in Microsoft Word format via email to the specified contracting officers by March 12, 2025. Responses will be evaluated to determine whether a competitive procurement will be conducted, with the government retaining sole discretion in this decision.

L3Harris Technologies Inc. of Palm Bay, Florida is the incumbent and currently the only identified vendor capable of fulfilling this contract requirement. The contract will have a five-year base ordering period and will cover installation support for 20 remaining MET systems from a 2009 production contract, as well as sustainment services for those systems and 15 legacy AN/GSC-52 Modernization systems. Market research confirmed L3Harris as the sole viable respondent with necessary data rights to perform the work. The contract will be structured with a mixed pricing model, including Firm-Fixed-Price, Cost-Plus Fixed-Fee, and Cost Reimbursable components. While no specific contract value was disclosed, the comprehensive scope suggests a significant investment in maintaining critical satellite communication infrastructure for the Department of Defense.
