About this opportunity
The National Oceanic and Atmospheric Administration intends to award a sole-source contract to ICF Environmental, Inc. for modeling genetic risks from aquaculture escapes on wild stocks, with a five-year period of performance from September 30, 2026, through September 29, 2031, consisting of one base year and four one-year options.
The justification rests on ICF's status as the original developer and continuous modifier of the Offshore Mariculture Escapes Genetic/Ecological Assessment (OMEGA) framework since 2012. OMEGA is the only existing quantitative modeling tool designed to evaluate impacts of escaped non-salmonid fish on wild populations; competing models worldwide (Hindar, IBASAM, IBSEM, GIRAF) are limited to salmonid species and are not commercially available. ICF possesses specialized architectural-level knowledge and a demonstrated track record through prior projects spanning 2019–2024. Market research was conducted following a Notice of Intent to Sole Source posted on SAM.gov from July 2–17, 2026; one response from Clearwater Environmental LLC was deemed incapable of performing the requirement due to lack of expertise in marine aquaculture escape dynamics and OMEGA modeling frameworks.
The contract scope includes conducting detailed genetic and ecological impact modeling, designing a streamlined genetic risk assessment methodology, and supporting technology transfer through model integration, documentation revision, and user manual development in support of NOAA Fisheries and the Southwest Fisheries Science Center. The contracting officer will determine fair and reasonable pricing through comparison with an Independent Government Estimate prior to award. Recompetition is anticipated in five years pending marketplace changes.
