About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 3 Mode Control Panels (NSN 7R-1680-016525951-P8) as a commercial, off-the-shelf item for military aircraft applications. This pre-solicitation notice indicates the government intends to negotiate with a single source under FAR 6.302-1 authority, with a specific focus on flight-critical components requiring prior government source approval. Potential vendors must submit comprehensive technical data and source approval documentation according to NAVSUP Weapon Systems Support (NAVSUP WSS) guidelines. All responsible sources may indicate interest or submit proposals within 45 days of the October 17, 2024 publication date, though the government retains sole discretion in determining competitive procurement. Evaluation criteria will center on meeting qualification requirements at the time of award, as specified in FAR clause 52.209-1.

The procurement has no specific set-aside designation and is positioned for delivery FOB Origin with a proposal response deadline of March 28, 2025. Vendors not currently approved as a source must submit detailed information from the NAVSUP Source Approval Information Brochures, including technical data demonstrating production capabilities for similar items. The government emphasizes that offers lacking complete source approval documentation will not be considered for award. While the exact contract value is not specified, the requirement involves three units of a critical aircraft component. If source approval evaluation cannot be completed in time, the government may still proceed with award to ensure fleet support needs are met, underscoring the critical nature of this procurement.
