About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 22 units of a specific military electronic component identified by National Stock Number 7H-5865-016273900. The proposed contract action is unique in that the government does not own the data or rights to repair this part from alternative sources, and has determined it would be uneconomical to purchase such rights or reverse engineer the component. All interested firms must include their CAGE Code when submitting solicitation requests, and the government intends to negotiate with only one source under FAR 6.302-1 authority. Potential vendors can obtain relevant specifications and standards through the DoD Single Stock Point's Document Automation and Production Service, with most documents available via ASSIST-Online. Interested companies have 45 days from the publication date (or 30 days if awarded under an existing Basic Ordering Agreement) to submit proposals, though the government retains sole discretion on whether to compete the procurement.

This pre-solicitation notice indicates no specific set-aside designation for the contract. The procurement falls under Product Service Code 5865 for Electronic Countermeasures and Counter-Countermeasures Equipment. Companies not currently approved as sources can express interest by completing a Vendor Interest Form on the NAVSUP Business Opportunities web portal, though the award process will not be delayed to obtain new vendor approvals. The solicitation does not specify a precise award value or budget range, focusing instead on the specific quantity of 22 units to be procured. Potential vendors should note that the government is not applying FAR Part 12 policies for commercial item acquisition, and they have 15 days to identify any potential commercial item solutions. The contract is expected to be awarded with FOB Origin delivery terms, and interested parties can seek additional information through the DODSSP ASSIST Help Desk if internet access is unavailable.
