About this opportunity

The Internal Revenue Service Criminal Investigation (CI) division intends to solicit a FISMA/FedRAMP High (or equivalent with mitigating controls) third-party mobile integration solution for e-discovery and archival of mobile communications devices, with an RFI due August 24, 2026 at 11:00 AM EST.

The solution must be forensically defensible and enable lawful acquisition, preservation, search, and production of mobile device data from IRS-CI issued devices enrolled and managed through Microsoft Intune. The platform must support retrieval and archival of SMS texts, call logs, voice mail logs, and encrypted messaging content (WhatsApp, Signal) where legally authorized, with full integration into CI's digital forensics workflows aligned with MSAB/XRY requirements. The solution must deliver API-level automation with Microsoft Intune for device inventory synchronization and remote acquisition initiation; on-premises methods for indexing, content search, and metadata search; legal hold management; forensic integrity verification on all exports; and comprehensive audit trails. The platform will support approximately 3,150 mobile devices including Samsung S-series smartphones, iPhones, and BYOD devices.

The anticipated contract structure is firm-fixed-price with a 12-month base period and four 12-month option periods, for a total potential five-year performance period. The Government's acquisition strategy has not been determined but may utilize GSA Multiple Award Schedules, GWACs, NASA SEWP, or other federal contract vehicles. The vendor must provide installation, configuration, training at administrator and investigative levels, Standard Operating Procedures, architectural documentation, and ongoing technical support.

RFI responses are limited to 12 pages and must be submitted to Contracting Officer Tonitta Jones at tonitta.l.jones@irs.gov.
