About this opportunity

The Naval Sea Systems Command is seeking information from shipyards and boat builders to inform the acquisition strategy for the design, construction, testing, outfitting, configuration management, and program management of one Mobile Ship Target vessel to replace the Navy's existing craft. Interested parties must have capabilities in design and engineering, construction facilities, and experience on relevant past contracts. Responses should include anticipated design resources from mid-2023, construction start in early 2024, and cost drivers. The RFI response deadline is February 22, 2023. The information collected will be used to develop a potential future solicitation for this effort to replace the existing Mobile Ship Target craft currently in use by the Naval Air Warfare Center Weapons Division.

There is no set-aside designated for this opportunity. It is anticipated one craft will be designed and constructed under this potential contract. Only shipyards located in the U.S. will be eligible to submit a proposal for the effort. Defense and commercial contractors including small businesses are encouraged to participate in the RFI process by emailing the Service Craft Project Manager by the unspecified deadline.

Notice text

See Attachment for full description.

The Naval Sea System Command (NAVSEA) is hereby issuing a RFI on behalf of the U.S. Navy and Foreign Military Sales Boats, and Craft Program Office (PMS 300), to assist in informing the procurement strategy phase to design, construct, test, outfit, and configuration manage, and program manage the Mobile Ship Target (MST) to replace the existing MST. The existing MST is currently in use by Naval Air Warfare Center Weapons Division (NAWCWD). Design and construction of one craft is anticipated. The RFI responses will assist NAVSEA in developing and further defining procurement and acquisition strategies. RFI responses will also serve as a means for shipyards to communicate their design and construction capabilities. Please note that only shipyards located in the U.S. will be eligible to submit a proposal should an RFP be issued for MST.
