About this opportunity

The Department of the Air Force Pacific Air Forces is seeking a mobile power unit trailer for use within Joint Base Elmendorf-Richardson's communication manhole systems. The trailer must be a self-contained unit capable of atmospheric testing for oxygen, carbon dioxide, carbon monoxide, and lower explosive limits, with integrated ventilation and moisture control. Specific requirements include a trailer-mounted generator providing multiple electrical receptacles (four 110VAC and one 220VAC), a minimum 20-gallon fuel capacity, and water removal capabilities through submersible or centrifugal pumps. Interested vendors are invited to submit comprehensive PDF responses addressing the technical specifications, with potential alternative solutions that meet or exceed the stated requirements. The sources sought notice requires submissions by June 3, 2025, at 12:00 AKDT, to be emailed to specific Air Force contacts with a prescribed subject line.

No specific set-aside designation has been identified for this procurement, which falls under the NAICS category 335999 for Miscellaneous Electrical Equipment and Component Manufacturing. The solicitation does not specify an estimated award value or precise quantity of trailers needed. The trailer must provide continuous power generation, forced-air ventilation, and support safe entry and work within interconnected manhole systems. Vendors are expected to provide detailed documentation including brochures, literature, and specifications that demonstrate their solution's capabilities. The procurement appears focused on acquiring a highly specialized mobile power unit with precise technical requirements for specialized communication infrastructure maintenance at the Joint Base Elmendorf-Richardson facility.

THIS IS A SOURCES SOUGHT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE.

The Government requires a self-contained trailer unit designed for safe entry and work within Joint Base Elmendorf-Richardson's (JBER) communication manhole systems. The unit must be equipped with atmospheric testing capabilities for oxygen, carbon dioxide, carbon monoxide, and lower explosive limits (LEL). Integrated ventilation, preferably utilizing air blowers, is required for confined space ventilation and moisture control. Essential water removal capabilities must include both sump and centrifugal/hydraulic pumps. A dedicated power source (generator) is necessary for continuous operation due to the interconnected nature of the manhole system. Finally, the unit must provide ample electrical outlets to power corded tools such as drills and saws necessary for in-manhole operations.

The 673CS/SCOW workcenter requires a trailer-mounted (pintle hitch) mobile generator unit capable of providing a minimum of four (4) 110VAC (10A) and one 220VAC (10A) receptacles. The generator should have a minimum fuel capacity of 20 gallons, preferably gasoline, but diesel is acceptable. Integrated water removal is required, utilizing either a built-in submersible pump or a body-mounted centrifugal pump with a 2-inch intake and discharge hoses for manhole dewatering. The unit must also be equipped with a forced-air ventilation system capable of delivering both ambient and heated air for manhole ventilation and splice drying.

Interested vendors should address the following:

  1. Recommend a solution that meets the customer's requirements.
  2. If you recommend a solution with differing characteristics than those specified, explain the product's features and justify how it better fulfills the customer's needs.

Interested parties are invited to submit responses, including supporting documentation such as brochures, literature, and specifications, to this sources sought notice no later than 12:00 AKDT, June 3, 2025. All submissions must be in PDF format and emailed to hannah.tolbert.1@us.af.mil and kendra.lemke@us.af.mil with the subject line "Sources Sought – Mobile Power Unit Trailer."
