About this opportunity
The U.S. Department of State, through the Embassy in Nassau, is soliciting quotations for comprehensive mobile phone services in The Bahamas to support approximately 140 official government lines. The procurement requires a full range of telecommunications capabilities including domestic calls, international calling to the USA and worldwide destinations, international roaming, SMS messaging, voicemail, WAP internet connectivity, 24-hour customer service, and detailed billing with a minimum of 90% local network coverage throughout The Bahamas on a 24-hour basis. Prospective contractors must be registered in the System for Award Management (SAM), possess a Utilities Regulation and Competition Authority (URCA) license in their own company name (not another entity's license), demonstrate established business operations in Nassau, provide relevant past performance references, and submit cybersecurity supply chain risk management attestations along with emergency recovery plans. The government will evaluate quotations using comparative evaluation methodology, considering technical capability, past performance, and price. Quotations are due by March 5, 2026, at 3:00 PM local time, with a pre-quotation conference scheduled for February 23, 2026, and prospective attendees must notify the contracting officer (Deana Nelson at NelsonDA@state.gov) no later than February 15, 2026.
There are no set-aside designations for this procurement. The contract will support 140 mobile phone lines for a one-year base period with two optional one-year renewal periods, with services to be provided using government-furnished cell phones (iPhone and Android models within three years of current manufacture). The solicitation presents two pricing options: Option One includes U.S. and international services with roaming charges, while Option Two provides U.S. services at the same rate as local service without roaming fees, with all pricing submitted in local currency and subject to 10% VAT as a separate line item. The contractor must deliver fully functional SIM/e-SIM cards and telephone numbers within 24 hours of receiving delivery orders and may be required to provide temporary additional rental services on a daily basis for special events with 24-hour advance notice capability. Payment will be made monthly by electronic funds transfer within 30 days of invoice receipt. The place of performance is Nassau, The Bahamas, with service requirements extending to other islands including Grand Bahama, Exuma, Inagua, and New Providence.
