About this opportunity

The FirstNet Authority's Office of the Chief Procurement Officer intends to renew a maintenance agreement with Mobile Experience, Inc. of Renton, Washington on a sole-source basis for Mobile Experience devices. This procurement falls under the Department of Commerce National Telecommunications and Information Administration and involves instrument manufacturing for measuring and testing electricity and electrical signals under NAICS code 334515. The agency plans to conduct this acquisition using sole-source procedures under 41 U.S.C. 3304(a)(1) due to exclusive licensing agreements that make the required items available only from the original equipment manufacturer or its single authorized distributor. The anticipated contract will be structured as a firm-fixed-price agreement with an estimated award date of July 31, 2025.

The Special Notice serves as a market research tool to determine whether competitive procedures could be feasible for this acquisition, though it is not a request for competitive proposals. Interested parties must submit written responses by July 7, 2025, demonstrating their capability to meet the requirements in five pages or less, including company information, product specifications, lead times, and relevant documentation such as OEM authorization agreements. The small business size standard for this procurement is 750 employees, and responses should clearly establish the respondent's ability to provide the required maintenance services for FirstNet Authority's Mobile Experience devices. All inquiries must be directed in writing to the contracting officer, Brandon Payne, and the agency emphasizes that responses will be used solely for market research purposes to inform their acquisition strategy.
